I desire to recommend Col. H.H.W. Barry formerly of the 8th Regt. U.S.C.A.H. for the appointment of Brevet Brig. Gen, U.S. Volunteers. Col. Barry served in my command for a long time. I found him a very active, brave, officer, a thorough disciplinarian and always reliable. His meritorious conduct would certainly, I believe, entitle him to the promotion.
