General,
Andrew Wheeler - (Cold) living in Baltimore Md, made application sometime since through the Bureau for the recovery of his son Thomas, who is held by one E. O. Elliott of Charlotte N.C. In reply to said application, Wheeler received the enclosed letter, signed by Bt. Lt. Col. A.W. Shaffer, Sub. Dept. Commr B.R.F. & A.L. Charlotte, N.C.

The statement of Mr. Griswold contained in Col. Shaffer's letter, to the effect "that the boy had neither father or mother living," Wheeler pronounces false, and in support o fits falsity submits enclosed affidavit of himself, wife, and Mrs. Maria L. L. Steel, a respectable white lady living in this city.

As the boy was hand to Dr. Elliott upon the statement of Griswold, which Wheeler shows by enclosed affidavits to be false, he (Wheeler) asks the annulment of the indenture and restoration of his son. Also, that transportation be furnished for his son from Charlotte N.C.
