General since I have been in charge of Bureau affairs in this state I have devoted my entire time & energies to the duties of my office, this I believe will be apparent to any unbiased person acquainted with the condition of affairs when I came here and at present.
I have taken no part in political affairs - believing such action would be incompatible with my official position, but I have caused the Freedmen to be instructed as far it was in my power in regard to their Rights, priveleges & duties
