Respectfully returned to Bt Brig.-Gen'l H. D. Sewall, Act'g. Asst. Adj't. Gen'l, Bureau R. F & A. L. Washington D.C. attention invited to the endorsement of Mr. St. Clair Mandeville hereon, and the Statement and documents enclosed. I am satisfied that Mr. Mandeville is not interested in the prosecution of any claims against the U.S. and would respectfully recommend that he be retained in his present position. But if it is intended to appoint any other person, I would recommend that the appointment be made at once, and that funds be sent to enable the claimants to be paid as many of them are in very destitute circumstances.
