Reyburn CMO of D.C. of the defectness of the arrangements in taking care of the Indigent Insane Refugees and Freedmen in D.C. Endorsed by Surg'n Edwards. It is hardly consistent for the public authorities in the states lately in rebellion should provided for the pauper population, White and Black, Sick & Well, thrown upon various localities, as the results of the War, when the General Govt. its self has an Institution supported by the public funds, into which admission for insane Freedmen of this District are denied. If large numbers of negroes have collected during the War from various quarters of the southern States, in cities and towns and have remained in them for 4 or 5 years are to be considered as residents of those cities, as Alexandria Richmond, &c. and to be cared for by the municipal authorities, is not the same class of population found in this city and vicinity, who have been living here for 4 or 5 years, also be regarded as residents and thus be entitle to admission into St Elizabeth Hospital. |

Mr Valentine who considers the case of the Bureau but a weak one, and two other lawyers whom he consultted concur in this opinion. A compromise may be affected, and he has instructed Mr Valentine to make the best possible terms. Also enclosed correspondence had with Mr Valentine. |
