Ashton, requesting the establishment of a Bureau Court at Waynesboro Ga. to secure justice to freedmen. With remark. Thinks it impracticable to establish a Bureau Court under present acts of Congress creating this Bureau. The decisions would be disregarded and set at defiance by civil authorities, and he has grave doubts, under existing orders from War Dept. of his authority to use military force to prevent the Civil Courts from executing their judgements. Further legislation by Congress seems to be necessary on this subject, if further use of Bureau Courts is to be made. asks for instructions. Dec 19. S.O. No. 186. Par 2. Hd. Qrs. Asst.
