Sprague, General file | Little Rock Oct 3" 1866  States that in his arrival at that place he received the order mustering him out, to date Sept 1" as also the appointment as Lt. Col. 41" Infty. This appointment he declines. During the past two months news that 12 murders of Union men and freedmen have been reported and now that he is a civilian and has not the power of a General officer to prevent this outrage he does not wish to be held responsible, but to be relieved at the earliest practicable movement. The Paymaster will not pay him beyond Sept 1" without orders from the Adjt. General. |
