Runkle explaining the wretched condition of the old and young colored people if they cannot receive rations, requests that a Post. Hospital be established. This communication will apply to the whole state, the state may take some steps at some time to elevate the the distress of the freedpeople but so slow in doing so that the old and very young will die before it is done. |

Tlieune Asst Supt. had sold and appropriated a large quantity of subsistence stores belonging to U.S. The evidence being conclusive ordered him under arrest, reporting his action to General Swayne A.C. |
