States that his Dept is in receipt of information that plans are on foot to lead freedmen to move to Peru, promising them higher wages than they receive here. Suggests that the officers of the Freedmen's Bureau be instructed to advise the freedmen to be cautious in concluding bargains to go to foreign countries. |

Bureau Q.M. and is not returned to the Com'r, as Bureau property. - States that it is held by the Ordnance Dept. and suggests that it be transferred to the Bureau for educational purposes, in accordance with the act of Congress, setting apart such property for that use. |

Runkle explaining the wretched condition of the old and young colored people if they cannot secure rations, requests that a Post Hospital be established. This communication will apply to the whole state, the state may take some steps at some time to elevate the the distress of the freedpeople, but so slow in doing so, that the old and very young will die before it is done. |

| Oct 15th 1866. #502 * | Sewall, F.D. Inspector General. file. | Talledega. Ala. Oct 9th 1866. Reports that in his inspection at that place he learned that Bvt. Maj. R. Theune Asst. Supt. had sold and appropriated a large quantity of subsistence stores, belonging to US. The evidence being conclusive, ordered him under arrest, reporting his action to General Swayne A.C. |
