Porter, making proposition to rent or sell the Episcopal Church Building at Orengeburg, for an Asylum & school house for freed people. With remark. "The building can be procured on reasonable terms, if the Com'r. thinks it expedient to establish an Asylum at that place. would recommend that the Building be rented on the condition that it be controlled by the Bureau for a term of years. The building would answer for an Asylum & schoolhouse." |

Toomer Porter stating that there is a building in the city suitable for a Home of the Destitute. but that grounds can be rented and suitable Buildings erected. With remark. "There are a large number of old & destitute freedpeople, which is called upon to feed & clothe, & if proper buildings were provided for them, it would save much suffering & expense, The Civil Authorities are not prepared to do any thing for the freedpeople as they are unable to take care of the whites. Recommends the suggestions of Rev. Mr. Porter to the approval of the Commissioner." |
