Swartzwilder, There will be considerable suffering the coming winter unless some provisions are made for this class, especially those who have not gained a proper residence & have no lawful claim for charity of County, An obstacle will be found in  Cir. #18 which applies to Hospital as well Orphan Asylums. No more Hospitals can be upended, rations are fobbiden to any "except to sick" this cuts off nurses & cooks it is impossible to move a hospital with attendants. |
