Recommends that application to Congress be made to pass an act requiring bonds of the R. & D Officers of the Bureau in the sum of $6,000.00: that only officers of the line in the Army be detailed for this purpose and that they be allowed sufficient extra compensation out of the Bureau funds to make their pay equal to that of Captain of Cavalry. |

Howard of date of Aug 17th recommending that issue of Rations be stopped on and after Sept 1st except to the sick in Hospitals and to the Orphan Asylums, &c. Approved to take effect Oct 1st 1866. |

| Nov 21st 1866  #276. E B p 98 Vol 2. | War Dept. (8 enclos) | Washington Nov 20th 66  Refers comn of Maj Genl Sickles forwarding for instructions, ration returns of Genl R.K. Scott & letter of Genl Howard authorizing one months rations to be issued to 210 Adults & 82 children. Emigrants to Liberia in charge of T H. Tillman & J.H. Oxendyne Memoranda as follows. Circular #10 V.R.F. & A.L. directs the discontinuance of the issue of rations except to inmates of regular hospts & asylums &c. Oct 18th comn from Freedmen's Bureau to Genl Scott informing him, that transportation has been furnished to Charleston S.C. for T.H. Tillman 100 adults & 48 children from Newberry S.C. for J.H. Oxendyne 110 adults & 34 children from Columbia S.C. & divide the issue of rations to these parties. W.W. Burns C.C. Dept of South refuses to issue on the return of Genl Scott, the order not coming to him through the regular channels. Genl Scott forwards the ration returns to Genl Sickles for approval, stating that they are for issue to emigrants to Liberia, encloses telegram from War Dept. sd. Saml. Thomas A.A.A.G. authorizing the issue. Genl Sickles forwards to A.G.O. for instructions, such issues being forbidden by previous orders. |

Requests that Genl Thomas will endevor to have him retained on duty at Nashville, that he may be enabled to defend his good name from calumnies heaped upon him &c. |
