Dear Sir

In answer to you inquiry as to the authority by which the United States hold the Arlington Estate I have the honor to report, that congress passed one act in entitled "an act for the collection of direct taxes in insurrection any districts within the United States, and for other property approved June 7 1862

By this Act it was made the duty of the commissioners appointed by virtue of the act to fix the tax on each particular piece of property within the states for which they were respectively appointed, and the duty of the owners of such property to pay the same within sixty of the date of such fixing of the tax
