Sir,
I have the honor to submit through you to the Major General Commissioner this my monthly report of the operations of the Bureau and condition of Freedmens affairs in this state for the month of July 1867.

Condition of Freedmen can be reported as tolerable but still continue to be defrauded of their just earnings and abused and ill treated. Planters continually discharge them without remuneration for their services but in most cases amicable settlements are made by the local agent.

Inundated lands remained under water until too late for cultivation and owing to the incessant and daily rains the crops could not be matured, which greatly disheartened the freedmen.
