Parishes of CaddS, Bossier, and DeSoto. The Agent reports everything progressing remarkably well, and again states as the wish of the colored and loyal people - that the Civil Authorities of Shreveport should be removed- 

Parish of Bienville, - Freedmen are working well, but are daily cheated out of their earnings and beaten by both planter's and citizens - Civil Authorities will render freedmen no assistance - and Grand Jury seldom find true bill against offender, if white, and if so, will be acquitted by, Jury.

Freedmen are threatened with violence if they report any occurrence to Agent.
