General: I have the honor to report according to Special Orders No. 160 of October 17th 1867, that on a thorough inspection of the Educational condition of Freemen of this City and Chapel Hill both being in the County of Orange, and only about twelve miles apart. I find in the latter place a Day School numbering about one hundred pupils, and a Night School numbering ninety eight, both being taught by a white lady resident of Chapel Hill by the name of Mrs Mary Bowers
