New Orleans La., calling on 1st Lieut. J. M. Lee 39th U.S Infty. Ac. Genl. Supt. Educ. of this Bureau, on the 6th inst and agreeing for a general transfer of all the colored Schools, all Teachers therein employed to retain their position as long as they comply with the rules and regulations governing the public white schools.

This transfer materially benefits the Freedmen as mostly all Schools under the late charge of the Bureau in this city were carried on under the tuition system; but from hence every col'd child in New Orleans can have the advantages of a free Education without cost to the general Government
