Major General O.O. Howard
Commissioner Bureau R.F. and A.L.
Washington City. D.C.

General. After due inspection, per special order No. 160 I have the honor to report that the Freedmen of this city as to schools and education are doing well. I find among them three good schools. They are known as "The Williston", "The St. Paul", and "The Presbyterian Chapel School" The first has two department, the Primary and the Grammar. It needs very much an Intermediate Department. But before this can be had a new House must be built for the school. The House now occupied by this school is full of children. This school was opened on the first of this month and to day in the Primary Department there are enrolled three hundred and two pupils with an average attendance from the 1st to the 13th of the month of two hundred three. For the Grammar Department there are enrolled two hundred and fourteen pupils with an average attendance from the 1st to the 18th of the month of one hundred and seventy one. The number of scholars enrolled in this school is five hundred and sixteen. It is patronized by the American Missionary Association and is taught in the Primary Department by Miss Laura J. Noble assisted by Sarah E. Cargill. Martha Nixon and Maggie Capps; and in the Grammar Department
