General:-

I have the honor to report, that, in compliance with Special Orders No. 160, bearing date Oct 17th 1867, I have visited the State of North Carolina, and thoroughly inspected the educational condition of the Freedmen. 

In this general Report, I would respectfully submit the following:-

On going into the State, I went, at once to Raleigh, where I met General N.A. Miles, Assistant Commissioner thereof, and Rev. F.A. Fiske, State Superintendent of Education. I take pleasure in commending both these officers, as earnest and efficient laborers in the work of educating and elevating the Freedmen. Under their management, schools have been established in some fifty two of the counties of the State. Most of these schools are on good condition, as to the numbers, attendance, and deportment; others need special and immediate attention. ] That this attention may be made certain, and that the work
