of establishing other schools, in localities, in which the people are still without them, may be suitably attended to. I would respectfully suggest, that Circular No 5" issued from these Head Quarters, with regard to the organization of schools for Refugees and Freedmen and addressed to Sub-Assistant Commissioners and agents of this Bureau be rigidly and thoroughly enforced to this end I herewith submit a blank for Monthly Report from said officers to Genl. Supt. Ed. It is a lamentable facts, that [the Sub-Assistant Commissioner and agents of the Bureau, in this State, do not visit the schools,- [[strikethrough]] do not [[/strikethrough]] or hold educational meetings among the people, as they ought in compliance with your Circular No 5.
