in this State, with that strictness, that the educational interests of the people demand. I have already called your attention to this subject, in my Local Report from New Berne, in which there are two cases falling under it, and which require immediate attention. I now respectfully suggest that this rule be brought, at once, to the attention of the Assistant Commissioner, in order that he may proceed, in accordance with it, to settle the title of the sites, on which buildings have already been erected, and that for the future no buildings be erected upon lands not held by such Boards of Education for school purposes. 

I find in this State, too, that Repairs are made by the Bureau upon buildings belonging to Ecclesiastical Organizations which have given no leases for them, nor made contracts by which they are to be held for any definite and certain period, to be used for school purposes. For instance, this is true of the Episcopal Chapel in Wilmington. This building has been roofed anew, and otherwise repaired, as I understand, by the Bureau, and at any time might be closed by the Church, for it is held by no contract to be used for any certain time.
