Acknowledges receipt of communication of 4th inst. requesting his opinion in regard to the establishment of "Soup Houses".
States that if established in the larger Cities and Towns; as New Orleans, Algiers, Baton Rouge & Shreveport, they would do much toward relieving the destitute, & that the expense would be less, than the cost of rations issued under existing orders. The objection would be, the tendency to draw together a large number of freedpeople from the surrounding country. Their establishment at these points would not be advisable. Gives reasons for the same.
