The appointment requested within is earnestly recommended.  The application for the appointment of Mr. P.B. Perkins having been returned without favorable action having been taken upon it;  I would respectfully state that during the time Mr. St. Clair Mandeville was Special Agent and Disbursing Officer the amount of the business transacted by him required, in addition to his personal attention, the services of a clerk.  Since Mr. Mandeville's death all business appertaining to the office with which he was 

connected, has been suspended and the work is daily accumulating a great many claimants are daily presenting themselves for the purpose of either obtaining the money due them or to obtain information regarding their cases. In view of these facts I deem it an utter impossibility for Mr. C.S. Sauvinet, Cashier, Freedmans Savings Bank to perform the duties of Special Agent and Disbursing Officer in addition to those of Cashier of the Bank.

I would respectfully recommend that in case Mr. Ingalls is appointed, he be required to give bonds in the amount of $10,000.00
