Sir I have the honor to state that I was placed on duty with the Freedmen as you will see by the order inclosed  I had attended several sick Freedmen before the order arrived  Many sick and destitute Freedmen came to me  It was hard for me to refuse them aid most of them said they could get no help from the doctors here 

In regard to pay I did not know how to proceed under the circumstances but supposed when the matter reached Col Edwards I should hear what to do  I am acquainted with him  I have served in Washington City, D.C. two years in as A.A. Surg. with the Freedmen No blank forms were sent Dr. Tabor from Office C.M.O. He sent me the blanks with the pencil marks as you see   I commenced filling up one before I nocticed his directions  I have the honor to state that if
