I notice that the Washington authorities are interesting themselves in the matter of destitution at the South, and that a number of propositions have been submitted to relieve the people. I beg to submit one for your consideration. (viz) Let the Govt. assist the south by cancelling alleged indebtedness for Qr. Mr. Stores & Commissary supplies furnished the army. These claims are provided for by law in several southern states and no doubt will always be present unless adjusted in some manner. To pay them would relieve the south and without question claimants in the present condition of protection would miss out of the give receipts in full for 25 or 50 per cent of what they actually claim. A reference to the reports of the Qr. Mr. & Commissary General will give some idea of the probable amount of such claims. Further the benefits would fall just in the right
