Referring to letter from Bureau Hdqrs of April 20 1869 respecting compensation of  H. L. Bond, for collection of Maryland State claims, states that a copy of same, together with circular enclosed therein, was sent Mr. Bond, and that he refuses to settle any of the claims without deduction of 10 percent on whole amount of each; that Mr. Bond's Nephew, in whose hands the business has been placed, states that "General Howard consented to Judge Bond's  terms", but as he has received
