I have the honor to state that a copy of the letter from your Hd. Qtrs of April 20, 1869 referring to compensation of H.L. Bond for collection of State claims, was sent to him together with the circular alluded to in said letter. Notwithstanding the above action, Judge Bond refuses to settle any of the claims filed through him by this office, without a deduction of ten (10) pr cent on whole amount of each claim. His nephew in whose hands the business has been placed says "Genl Howard consented to Judge Bond's terms". Having received no official information of Genl Howard's consent, as above stated, I do not feel justified to proceed without further instructions.
