When it was decided by the Bureau to file claims for State Bounty through Judge Bond of this city, an agreement was made, by the Judge, with Genl. A.P. Howe - formerly in charge of Claim Division at your Hd Qtrs - to charge the same fees as are allowed by the Government in the settlement of claims for U.S. Bounty. The Judge's conditions were that this Office should bear the expense of printing, and do all the claims work required in the preparation of the claims. The conditions were complied at considerable expense, and labor, and now the Judge declined to settle the claims without a deduction of ten (10) pr cent as fees on the whole amount of each claim. I have the honor to ask whether the Judge's is allowable
