Respectfully returned to Hd Qtrs, Bu. R. F. & A. L. Wash'n. D.C. with information that subsequent to the reception by this office of endorsement referred to within, Genl A. p. Howe, formerly in charge of Claim Division at Wash'n. D.C. cause over to Balt, called at this office and requested me to accompany him to Judge Bond's office. I did so, and while at the judge's office. heard the agreement made between him, and Gen'l Howe for the collection of the State Bounty claims remaining unsettled in this office. For substance of said agreement I respectfully refer you to my letter of the 7th, inst. to which this communication is in answer.  In conclusion I have to say that nearly $4000 is in the Judge's hands awaiting payment to claimants upon their identification by me and I do not feel justified in, directly or indirectly, departing from the agreement made by the Bureau (through Genl Howe) with Judge B, without direct authority to that effect as I do not suppose within instructions contemplate
