Captain,
Referring to your endorsement of the 15th inst. returning papers in the matters of compensation of Hon. Hugh L. Bond, for services in prosecuting claims for Maryland State bounty, I have the honor to inform you that the subject has been laid before the Commissioner who has directed me to state that the compensation of Judge Bond in these cases should be regulated by the scale of fees presented by Joint Resolution of Congress approved July 26th 1866 as set forth in paragraph 1 of the enclosed circular No. 1 current series from this Bureau, the fees in each claim to be deducted from the amount issued in settlement thereof. 
 
This is believed to be just and in accordance with the agreement made by Bvt. Maj. Gen. A.P. Howe formerly in charge of the Claim Division of this Bureau.
