HEADQUARTERS, ASSISTANT COMMISSIONER,
Bureau of Refugees, Freedmen and Abandoned Lands,
DIST. OF MARYLAND AND DELAWARE,
No. 12 NORTH CALVERT STREET.

Baltimore, Md., March 28th 1868.

General:

I have looked over the Charges made by C. W. Hildreth against Genl. E. M. Gregory and Maj. A. W. Bolenius.

I have known General Gregory for the last three years and I know him to be an upright christian and an honest man, and a greater friend to the Colored People I don't know of. I was educated in Anti-Slavery principles and think I may judge on this point.

I know of no such maladministration on the part of General Gregory as Mr. Hildreth charges him with. To make me believe that the General was derelict in his duty (as Mr. Hildreth endeavors to show) it would have to be proven by other persons than Mr. Hildreth, knowing his propensities.
