I have the honor to represent that the agent in charge of the Claim Division of this office is an unprincipled man, who knows nothing whatever of the [[crossed out]] in [[/crossed out]] intricacies of the division, and I cannot without a proper representation of the facts, continue to obey the orders of a man who systematically misrepresents, and gives wrong information to the Freedmen, causing them to go to trouble and Expense for worse than nothing, and promising them bounty &c which is manifestly impossible to receive under Existing laws, and who, instead of studying the printed instructions provided by Genl Howard, brings contempt upon the Bureau by leaving the office and consulting claim agents outside. I unhesitatingly affirm that under the management of this man
