ignore, by advising the claimant to swear that such evidence did not exist, he the said Maj Bolenius remarking to the witness that if she had not been fool enough to speak of the [[?itemem]] mentioned it would be easy to fix things up - or words to that effect, thus virtually inculcating a system of willful missrepresentation under oath, and destroying in the minds of the Freedmen the sanctity of an oath. 
Specification Fifth. In this, that on or about January 8" 1868 he the said Major Bolenius, was applid to by a man by the name of Thomas Hughs, for redress in a case wherein he had been shamefully wronged by a Claim Agent by the name of Stevens, who took from him a receipt for the Discharge, receipt, under the pretense of looking at it, and refused to return it to him, and he the said Maj Bolenius utterly refused to entertain the complaint or hear a word, but litterally drove the man from his desk, in a foaming passion, remarking that he would not be bothered with him - this while he was in charge of the Complaint Division, whose professed, and
