in this that, on several occasions the said Maj Bolenius persisted in representing to discharged colored soldiers that Bounty was due them, when the face of their discharges bore the certificate of Paymaster Mayer that all pay and bounty allowed them by law had been paid them by him, and x in one instance at least he made out such a bogus claim against the Govt. and subjected the claimant
