disadvantageous circumstances, he the said clerk, as a subordinate, being compeled to obey the orders of all the officers of the office but still held by General Gregory, personally accountable for his acts, and not allowed to plead that he was so ordered by his superiors, thus making the said clerk a scapegoat for the malace and ignorance, of those above him in [[strikethrough]] power [[/strikethrough]] the office, and materially retarding the speedy prosecution of business, as Genl Gregory had peremptorily ordered the said clerk to send no letter out of the office without his seeing the same, and he would then leave the office for days together, such letters having to await his return before they could be signed, when if an Authorized Officer had been in charge such letters and all others pertaining to the division could have been signed by him, as was previously done by Maj von Schirach, and immediately sent.
