I have the honor to enclose the sundry documents connected with the charges preferred, against Genl Gregory, and Maj. Bolenius, by Mr. Hildreth - agreeably to endorsement marked No. 5 - of March 11, 1868 - Will you please notice letters No 10, and 11 - written by Capt. Knower A.A.A.Genl and Mr. Monteith A.A.Q.M?  both of these gentlemn had opportunity of Knowing Officers of this Office during the time alluded to, in the charges - 

It seems to me that the charges are too indefinite, and are not in proper form - indeed it is difficult to prove intentions- , unless they are substantiated by criminal acts.  The several statements of Mr. Hildreth & Mr. Whigel are to be taken cu grans salis.  The report of the Delaware association for the Improvement of the colored people recapitulates the assistance given by this Bureau, and compliments Genl Gregory as an efficient officer, and a faithful friend of the colored race - and further states that he was a firm and tried friend of the cause "we have at heart" The letter of Mr. Glyn No. 14. will throw some light on the charges against Maj. Bolenius and
