State of Tennessee,
House of Representatives,
Nashville, Oct. 31st, 1867.
CAPITOL OF TENNESSEE. PRESS & TIMES PRINT.

Maj. Genl. O. O. Howard,
Washington City, D.C.,
General:-
Believing it will redound to the benefit of the Colored people of Sevier County I would respectfully request the retention in the service of your Department of Mr. McQuiddy, at Gallatin, Tenn., non agent for Sevier and Macon Counties. For the County of Sevier there is not a loyal man in any of the offices. The Colored people sere and are being sered in the Courts from time to time, and if the agent is renewed they have non one specially to go to for Counsel or advise. I might mention our lawyers at Gallatin are all disloyal and there is not forty white loyalists in the whole County. I consider it essentially necessary the agency at Gallatin at least for six months hence.

I am, General,
Very Respectfully
Your Obt. Servant
I. McKinley,
Rep. Sevier County
