CAPITOL OF TENNESSEE

Maj. Genl. O.O. Howard,
Washington City, D.C.,
General:-

Believing it will redound to the benefit of the colored people of Sumner County I would respectfully request the retention in the service of your Department of Mr. McQuiddy, at Gallatin, Tenn, now agent for Sumner and Macon Counties. In the County of Sumner there is not a loyal man in any of the offices. The colored people sue and are being sued in the Courts from time to time, and if the agent is removed they have no one specially to go to for counsel or advise. I might mention our lawyers at Gallatin are all disloyal and there is not forty white loyalists in the whole county.

I consider it essentially necessary the agency at Gallatin be continued at least for six months hence.

I am, General,
Very Respectfully,
Your obt. Servant,
T. McKinley
Rep. Sumner County
