And if, as it is yet believed, this people is susceptible of a high degree of civilization, and of a wise administration of the affairs of a commonwealth, I can see no where a more feasible and auspicious point for the start in such a career that that now chosen. And if also I am right, no time should be lost in the execution of the plan, since by even a little delay the means relied upon will become impracticable, all effort in this direction [[strikethrough]] become [[/strikethrough]] fruitless and the munificent bounty of the government now about to come to the hands of this unfortunate people, will soon be recollected only, as the bauble of a brief holiday.
