Enclosed report of A. W. Bolenius Agt. in chg of Complaint Div. regarding his visit to Basil Frazier a freedman in the Penetentiary convicted of horse stealing who states that he took the horse for the purpose of making his escape from slavery & said horse was returned to his owner the same day &c.&c. States that the legislative visiting Committee have recommended him for pardon, which he thinks will be published in a short time. Should the pardon not be granted the A.C. will take further steps in the premises &c.&c. See L.B. Vol 4 March 12th 1868 File
