Sir:
I have the honor to acknowledge the receipt of your communication of this date inquiring what my opportunities have been for knowing Lt. Williams A.I.G. B.R.F. & A.L. State of Miss. & asking a report to your office, upon the character of Lt. W- for sobriety & general conduct. 

In compliance I state that I have known Lt. Williams since Feb 1866 when he reported for duty to the Asst. Com. for Miss. in whose office I was then on duty, and since have been up to latter part of Sep't. last. That as A.A.A Gen
