In reply to your communication of the 23d inst., in regard to my knowledge of the character of Lieut. H.R. Williams, for sobriety, I have the honor to state that I know Lieut. Williams for eighteen months, and have had occasion to serve with him during a great part  of that time, and I have never known him to be under the influence of liquor, in fact he has always borne the reputation of strict sobriety.
