Dear General:
I wish to prefer some charges without having the ability to prove them, against certain individuals. 

1st Lieut. Williams, your Inspector, drinks strong drink and occasionally gets drunk. On an inspection tour while at Jackson, in a state of intoxication, he fired his pistol and the ball passed through a picture in a gentleman's house.

2nd. The agent, Long, is frequently drunk, takes little or no interest in the schools, and is unfit for his place.

3rd. The agent Thomas at Meridian I think, is a common loafer, drinks excessively and brings us into disgrace.

4th. Lieut. White at Yazoo, rents and sub-rents his building, placing the balance in his own pocket. He also
