believe from an impression on the part of the former that Lieut. White was assuming too much authority over the affairs of the Institution under his charge. It appears that the children of some of the female attendants employed at the Asylum and Hospital were admitted to the Asylum as Orphans by Mr. Wales, and as the mothers of these children objected to their being subject to the same rules as other inmates  of the Institution. Lieut. White took the ground that they were not proper subjects for Gov's bounty and refused to issue rations to them. I also ascertained that Lieut. White has taken steps to have one of the children at that place bound to him, having made application to the office of the Asst. Comm. of the State. for the proper authority. This Mr. Wales objects to on the ground that he is needlessly separating this child from her brother and sister.
