I have the honor to acknowledge the receipt of your letter of the 16th instant, enclosing copy of a letter addressed to General Chas. H. Howard, Acting Commissioner, in relation to the appropriation of fifteen thousand dollars ($15000) for the relief of the destitute population of the District, to be expended under your supervision and the method of putting into practical operation the relief proposed.
