A large part of this land lies in the south-eastern counties, Marion, Perry, Green, Hancock, Harrison and Jackson; and as evidence of the character of the land I would add that the entire population of these six counties does not equal that of one of the more fertile counties.

The subject of locating freedmen upon the public lands has occupied my attention for some time and may have been located along the line of Rail-road between this place and Meridian and particularly in the vicinity of a village called Lowell.
