Calls attention to the fact that he had assisted in raising the 1st Colored Regt in Kan. and has acted as Capt. of one of the Companies in said Regt for nearly 8 months, but on account of his color he had not been mustered as Capt. nor allowed one cent for services or recruiting expenses - Has sent the necessary papers to Hon. Sidney Clark of Kan. to establish these facts, and asks Genl. Corran to aid Mr. Clark in his endeavors to get his claims allowed.

Refers to Col. Chipman who will bear testimony to what he has said.
