The petition of the undersigned members of the Constitutional Convention of So Carolina & others, residents of the State respectfully showeth that Gen R K Scott Assistant Commissioner of B.R.&.A.L. having become a candidate for the office of Governor of this State, is they learn liable thereby under a regulation of the Bureau to removal from office as Assistant Commissioner in this state

Referring to the past services of Gen R K Scott, the prudence with which he has administered the affairs of the Bureau in this State, the kindness which he has always extended to the destitute of both races, & the healthy influence which he has thus acquired among all classes we look upon his removal at this juncture as calculated to be seriously detrimental to the interests of the Government and the good of the people.

We therefore respectfully but earnestly petition Maj Gen Howard that he will suspend the regulation in question & retain Gen R K Scott in office as Assistant Commissioner until if elected he shall have assumed the duties of Governor of the State & your petitioners as in duty bound will ever pray &c &c
