Enclosed will be found a letter dated Feb. 29. directing an investigation of the loss of Discharges from this Office previous to my being assigned to its duty. You will see by the reply of Maj Van Der Lip that the attempt to obtain information from Anapolis proved unsuccessful, as the Comptroller declined any and every request made by this Bureau. Genl Gregory scarcely meets the complaints of Mr. Hildreth, who fails to acquit himself of the continued loss of the Discharges. I heard one of the statements made by a claim agent questioned by Genl Gregory, who stated he had given a certificate of the loss of the discharges, and repudiated the idea that is was obtained unlawfully from this office. 

We have written to several colored persons to whom the Discharges belonged and have as yet a reply from only one - Mr. George Grier who states having given up his receipt, which cannot be found, (see copy of his letter) The investigation is still going on, but as there had
