discharges entrusted to his care, this Offer I declined as he himself stated to me, that most any key would open the locks of his desk, therefore I obtained permission and deposited at the expiration of Office hours the discharges and Receipts with Major B. Mayer Pay Master U.S.A. for Safekeeping, and had therefor the pleasure of turning over all documents and papers to my successor without a Loss.
I found the Books and papers of the claim branch in very great confusion, a great many claims suspended for want of additional testimony, but before I could get the affairs of the Claim Division in a working condition I was relieved of that business by your Special Order No 4 dated January 24th 1868 directing me to turn over to Bt. Brig. Genl. B.F. Foust the Claim Division of this district with all its papers and documents, taking receipt for the discharges turned over.
